PBDH launches Open Call to test BlueTech solutions in a real-world environment

March 31, 2026

Portugal Blue Digital Hub (PBDH) has launched an Open Call aimed at European start-ups and SMEs developing dual-use BlueTech solutions with applications in the Blue Economy, maritime operations and defence contexts.
The initiative is being carried out under the Test Before Invest programme and invites selected companies to join an experimentation programme that will enable them to test and demonstrate their technology in a real-world environment at the Infante D. Henrique Technological Free Zone of the Portuguese Navy, in operational collaboration with the Centre for Operational Experimentation of the Navy (CEOM).
Through this initiative, PBDH aims to support innovative companies in validating their solutions by providing access to a highly qualified experimentation environment, with real operational conditions, specialised technical guidance and contact with end users.
Over the course of two intensive days, participating companies will have the opportunity to:
  • Test solutions in real-use scenarios;
  • Obtain technical and operational validation from experts;
  • Strengthen their institutional credibility alongside reference entities;
  • Consolidate their proof of concept before investors and potential international clients;
  • Position themselves within strategic Blue Economy value chains at European level.
More than a testing programme, this initiative represents a validation opportunity for companies seeking to grow, consolidate their competitive advantage and accelerate access to new markets.
Applications are open until 10 April. Participation in the programme is subject to a €10,000 fee, payable only after selection.
Interested companies can find more information and submit their application here.
