About Us

Fórum Oceano is the managing body of Portugal's Blue Economy Cluster, certified and recognised by the Ministry of Economy and the Sea. It is a non-profit organisation whose mission is to promote and enhance the economy of the sea in Portugal, supporting the sustainable development of the maritime sector in Portugal, promoting innovation, entrepreneurship and cooperation between entities in the sector. To this end, it develops various initiatives and projects aimed at strengthening the competitiveness of companies and institutions operating in the maritime economy.
The main activities of Fórum Oceano include promoting research and development of new technologies, facilitating access to finance and investment, and supporting the internationalisation of companies and institutions in the sector. Fórum Oceano has more than 150 members from different sectors, bringing together companies, associations and institutions in the sector and playing a key role in promoting the country's maritime economy.
Fórum Oceano is the organisation responsible for creating the global business model for the Hub Azul, a network of innovation infrastructures for the Blue Economy, as part of the European Commission's Recovery and Resilience Plan.
Fórum Oceano is the leader of the Portugal Blue Digital Hub consortium, a digital innovation centre for the Blue Economy.
Fórum Oceano is the world headquarters of the BlueTech Cluster Alliance (BTCA), a global network of BlueTech clusters committed to collaborating and developing joint projects and sharing information.

Vision

Maritime activities constitute dynamic and competitive segments of the economy, capable of valorising the Sea and its resources, generating value, and creating qualified employment, contributing to the reinforcement of Portugal’s position in the global economy.

Mission

To strengthen the dynamics of strategic cooperation between actors – companies, RTD centres, higher education institutions, Public Administration organisms – and to promote the competitiveness of the main value chains that use the Sea and the marine resources as central elements of their activity in order to contribute, sustainably, to economic growth, exports and employment and to increase the relative importance of the economy of the Sea in the national economy.
The association has more than 150 members, linked to the most diverse sectors of the Sea economy activity, both to traditional areas such as:
- Conservation, Processing and Marketing of Fish;
- Naval Industries;
- Nautical and Nautical Tourism;
- Maritime Works;
- Fishing and Aquaculture;
- Ports, Transport and Logistics;
or to complementary areas:
- Maritime Culture;
- Defence and Maritime Safety;
- Services;
or even to emerging areas such as:
- Biotechnologies and Marine Bio Resources;
- Marine Renewable Energies;
- Offshore and Oil & Gas.

BTCA – BLUETECH CLUSTER ALLIANCE

Fórum Oceano participates, as a founding member, in a transatlantic network of European and North American Maritime Clusters. Composed of Clusters from seven countries – Portugal, Spain, France, UK, Ireland, Canada, and USA – the BTCA emerged in 2017. The network seeks to promote investment and sustainable growth in maritime industries through collaboration among its members on initiatives linked to research and development, knowledge transfer and identification of joint business opportunities.

Smart.Coast – Technologies at the service of maritime activities – is an initiative subscribed by eight national entities that aims to foster the development and demonstration of New ICT Technologies for the competitiveness of the economy of the sea.

Fórum Oceano is a member of FEDETON – European Federation of Nautical Tourism Destinations – since 2016, representing the National Association in this European network, also composed by the Associations of France and Spain and the Members Sibenik/Croatia, Donegal/Ireland, and Assonautica Nord Sardegna/Italy. Membership of this Federation follows the interests of the partners and the work carried out within the Nautical Portugal Dynamizing Group, which Fórum Oceano promotes.

Fórum Oceano has belonged to the PORTUGALclusters network since its formation on 5 March 2014. Signed by 16 National Poles and Clusters recognised in 2009 by the COMPETE Management Authority, the agreement aims to bring the partners together in a cooperation network to explore synergies and projects in areas of common interest linked to innovation, internationalisation and competitiveness of entities in the different value chains.
