GLOBAL OEIRAS OCEAN DAYS 2026

During the month of June, Oeiras will host an international initiative organised by Fórum Oceano, the Municipality of Oeiras and the Oeiras Valley Investment Agency, bringing together policymakers, companies, investors, scientific institutions, diplomats, clusters, startups and representatives from several strategic ecosystems connected to the blue economy.
Fórum Oceano, the Municipality of Oeiras and the Oeiras Valley Investment Agency will organise, in June 2026, the GLOBAL OEIRAS OCEAN DAYS 2026, an international initiative dedicated to the blue economy, ocean innovation, maritime energy transition, blue investment and global cooperation.
Under the motto “Where Blue Innovation Meets Global Action”, the GLOBAL OEIRAS OCEAN DAYS 2026 will establish themselves as a meeting platform for science, companies, public decision-makers, investors, economic diplomacy and international ecosystems. Throughout the month of June, Oeiras will host two major strategic moments: the Portugal-China Green Maritime Fuels & Decarbonization Forum 2026, on 1 and 2 June, at the Templo da Poesia, and the Oeiras Bluetech Ocean Forum 2026, on 15 and 16 June, at IPMA, in Oeiras.
The initiative aims to position Oeiras and Portugal at the centre of some of the main transformations currently taking place in the ocean economy, from green maritime fuels to the decarbonisation of ports and maritime transport, as well as bluetech innovation, financing the blue transition, the internationalisation of Portuguese companies and the creation of new bridges for cooperation between Europe, Asia, the Atlantic, the Mediterranean and Africa.
More than a cycle of conferences, the GLOBAL OEIRAS OCEAN DAYS 2026 have been designed as an international action platform, focused on creating partnerships, connecting markets, sharing technological solutions, mobilising investment and enhancing scientific knowledge applied to the ocean.

PORTUGAL-CHINA GREEN MARITIME FUELS & DECARBONIZATION FORUM 2026 Energy, ports and green corridors in focus
The first major moment of the GLOBAL OEIRAS OCEAN DAYS 2026 will take place on 1 and 2 June, at the Templo da Poesia, in Oeiras, with the Portugal-China Green Maritime Fuels & Decarbonization Forum 2026.
This forum will be dedicated to the energy transition of the maritime sector and to the development of new value chains for green maritime fuels, including hydrogen, green ammonia, green methanol and e-fuels. The decarbonisation of maritime transport is now one of the major priorities of the global economy, in a context where shipping, ports, energy, logistics, industry and European regulation are increasingly interconnected.
The event programme will include debates on the production and scalability of green fuels, transition costs, the integration of renewable energy, the role of international logistics chains, certification mechanisms, financing models and the new market instruments associated with the maritime energy transition.
Central topics will include the ability to turn solutions still at demonstration stage into commercial-scale projects, the development of green bunkering infrastructure in ports, demand models from shipping companies, the sharing of the so-called “green premium” between shipowners and cargo owners, and the way ports can become logistics, energy and certification hubs for the entry of green fuels into European markets.
The regulatory dimension will also play a prominent role, with discussions on the European framework associated with FuelEU Maritime, the EU ETS, carbon intensity accounting, the certification of sustainable feedstocks and the definition of compliance methodologies for green maritime fuels entering the European market.
Cooperation between Portugal and China will be one of the forum’s structural elements, through the analysis of opportunities linked to the production, transport, certification, financing and use of green fuels in the maritime sector. The programme will also include the discussion of the “Atlantic – Malacca – Greater Bay Area” green corridor, with a focus on coordination between ports, financial platforms, bunkering hubs and strategic routes between Europe and Asia.
By connecting Portugal’s Atlantic position with the industrial, logistics and financial capabilities of Asian ecosystems, this forum aims to contribute to the development of an international collaboration network around maritime decarbonisation, with potential impact on ports, the shipbuilding industry, offshore renewable energy, certification, green finance and international trade.
The preliminary programme includes high-level institutional interventions, diplomatic representatives, entities linked to energy, shipping, ports, certification, finance and industry, as well as networking moments, including a Blue Cocktail at VERSO, on the rooftop of the Templo da Poesia, at the end of the first day, and a Blue Cocktail at the Oeiras Nautical Station, at the closing of the second day.

OEIRAS BLUETECH OCEAN FORUM 2026 Innovation, science, investment and internationalisation
The second major moment of the GLOBAL OEIRAS OCEAN DAYS 2026 will take place on 15 and 16 June, at IPMA, in Oeiras, with the Oeiras Bluetech Ocean Forum 2026, integrated into the Innovation, Science, Technology & Investment Stream.
This forum will be dedicated to blue innovation, applied science, ocean technology, investment and the internationalisation of Portuguese companies and solutions linked to the ocean economy. The programme will highlight the international presentation of Hub Azul Portugal, a national network designed to accelerate innovation in the blue economy, bring science and market closer together, support startups and companies, develop innovation support infrastructures and create new conditions for the economic valorisation of ocean-related knowledge.
The first day will focus on the Hub Azul Portugal Launchpad Event, with the international presentation of the national network of blue innovation centres, the Hub Azul School infrastructures, the Hub Azul digital ecosystem, the governance model and the results achieved through ecosystem activation programmes, including ideation, venture building and acceleration.
The programme will include the presentation of the six blue innovation centres integrated into the Hub Azul Portugal network, as well as the training infrastructures associated with Escola Náutica Infante D. Henrique and For-Mar. This approach aims to strengthen national capacity to support projects, startups, companies, researchers and entrepreneurs in developing solutions with concrete application across the different sectors of the blue economy.
Hub Azul Dealroom will be another central point of the programme, with a session dedicated to global investment trends in the blue economy. This component will be particularly relevant for investors, funds, startups, companies and public entities interested in understanding market evolution, emerging sectors, available financial instruments and ocean-related growth opportunities.
The forum will also highlight the importance of the Autonomous Regions of Madeira and the Azores, which represent an essential part of Portugal’s maritime dimension and play a strategic role in research, innovation, ocean observation, the blue economy and Atlantic cooperation.
Blue investment, international funds and new economic partnerships
The second day of the Oeiras Bluetech Ocean Forum 2026 will have a strong investment and internationalisation component. The preliminary programme includes the signing of a Memorandum of Understanding between Fórum Oceano, as Portugal’s Blue Economy Cluster, and AICEP, the Portuguese Trade & Investment Agency.
This moment reinforces the link between the blue economy, investment attraction, the international promotion of Portuguese companies and economic diplomacy. In a context where the blue economy is gaining increasing relevance in competitiveness, sustainability and strategic autonomy agendas, cooperation between public entities, clusters, investors and companies becomes essential to transform potential into concrete projects.
The programme will also include a session dedicated to new blue investment funds, with a focus on financial instruments linked to Portugal and Brazil, as well as collaborative financing solutions. This component will be complemented by debates on catalytic finance, public-private partnerships and mechanisms to reduce investment risk in emerging areas such as blue biotechnology, ocean renewable energy, ocean observation, bluetech and digital solutions.
The international dimension will also be present through sessions dedicated to ecosystems such as Italy, France and Morocco, with the expected participation of diplomatic representatives, clusters, chambers of commerce, innovation entities, companies and organisations linked to the blue economy. These sessions aim to create opportunities for business, technological, scientific and institutional cooperation between Portugal and strategic markets.
Portugal Bluetech Power: showcasing companies, solutions and national capacity
The Oeiras Bluetech Ocean Forum 2026 will also provide a platform for Portuguese technological capacity in the field of the blue economy. The programme includes moments dedicated to the Portugal Bluetech Power concept, with the presentation of relevant solutions, companies and investments within the Fórum Oceano community.
Key topics will include innovation in offshore energy, including solutions to make floating wind energy more competitive, as well as technologies with application in ocean observation. The programme will also include the presentation of the results of the Portugal Blue Digital Hub, a consortium led by Fórum Oceano, designed to accelerate the digital transformation of the blue economy and provide new digital services to companies and entities in the sector.
Another relevant moment will be the presentation of the capabilities of the Portuguese Navy’s Hydrographic Institute as a research, development and innovation partner in dual-use ocean technologies. This dimension is particularly important in an international context where ocean observation, maritime security, data, technological autonomy and the dual-use application of bluetech solutions are gaining increasing strategic importance.
The preliminary programme also highlights the growth in the market value of Portuguese startups linked to the blue economy, identifying an increase from 47 million euros to 1.6 billion euros between 2020 and 2025, signalling the growing maturity and attractiveness of the national ecosystem.
Oeiras as a territory of science, innovation and blue diplomacy
The organisation of the GLOBAL OEIRAS OCEAN DAYS 2026 in Oeiras reinforces the municipality’s positioning as a territory of science, technology, innovation, knowledge, investment and internationalisation.
The choice of the Templo da Poesia for the first moment, dedicated to blue energy and Portugal-China cooperation, and of IPMA for the second moment, focused on science, technology, innovation and investment, symbolises the connection between territory, knowledge, economic diplomacy and global action for the ocean.
Oeiras brings together particularly relevant characteristics for this positioning: a strong concentration of scientific and technological institutions, proximity to the Lisbon region, a connection to the sea, investment attraction capacity and a strategy focused on the valorisation of knowledge and innovation. In the context of the GLOBAL OEIRAS OCEAN DAYS 2026, the municipality asserts itself as the stage for an international agenda with economic, environmental, technological and geopolitical impact.
A platform connecting economy, science, public policy and global action
The GLOBAL OEIRAS OCEAN DAYS 2026 take place at a time when the blue economy is becoming increasingly relevant in strategies for growth, decarbonisation, energy security, technological autonomy and international cooperation.
The maritime energy transition requires new industrial value chains, new infrastructures, new financing models and new certification mechanisms. Ocean innovation requires closer connections between science, companies, investors and territories. The internationalisation of the blue economy requires cooperation platforms capable of connecting Portugal to strategic ecosystems across different geographies.
It is in this context that Fórum Oceano, the Municipality of Oeiras and the Oeiras Valley Investment Agency are promoting the GLOBAL OEIRAS OCEAN DAYS 2026, aiming to create a space of convergence between agendas that often appear separately: energy, ocean, technology, investment, diplomacy, sustainability, industry and territory.
As Portugal’s Blue Economy Cluster, Fórum Oceano has been promoting the connection between companies, knowledge centres, public entities, investors, startups and international partners. With this initiative, it reinforces its role as a national platform for the aggregation, promotion and internationalisation of the Portuguese blue economy.
Throughout June, Oeiras will therefore become a meeting point for some of the most relevant issues shaping the future of the global economy: how to decarbonise maritime transport, how to finance the blue transition, how to transform scientific knowledge into economic value, how to strengthen cooperation between continents and how to position Portugal at the centre of new ocean-related value chains.
The GLOBAL OEIRAS OCEAN DAYS 2026 aim to demonstrate that the future of the blue economy depends on the ability to connect innovation and action, science and market, territory and internationalisation, sustainability and competitiveness.
